This bill declares that artificial intelligence systems are not sentient and have no legal personhood, meaning an AI cannot own property or serve as a company officer. Any harm an AI system causes would legally be the responsibility of its human owner or operator, and the bill specifically voids any attempt to blame the AI itself. Owners would be required to maintain oversight of their AI systems and report serious incidents to authorities.
