Modifies provisions governing annexation of territory outside the boundaries of a city

The bill provides that, for any city, town, or village in St. Charles County, the term "contiguous and compact" includes a situation whereby at least 18% of the length of the perimeter of an unincorporated area proposed for annexation is contiguous with an annexing city, town, or village.
The bill provides that, for any city, town, or village in Jefferson County, the term "contiguous and compact" includes a situation whereby at least 25% of the length of the perimeter of an unincorporated area proposed for annexation is contiguous with an annexing city, town, or village. This bill prohibits any city, town, or village in Jefferson County from annexing an unincorporated area contiguous to another unincorporated area annexed by the same city, town, or village within the last 24 months.
This bill permits a city with more than 71,000 but fewer than 79,000 inhabitants that owns and operates an airport located outside of and not contiguous with its boundaries to annex the airport. This will apply to the City of St. Joseph.
Currently, there is an additional annexation procedure for cities in certain counties using a petition process rather than a vote of the residents of the annexed area. The bill repeals this additional annexation procedure.
This bill contains a severability clause.
